Government agencies need to develop regulations to implement laws passed by the legislative branch of government. Regulations are developed through a complex and time-consuming rule making process that involves reviewing the pertinent legislation, analyzing options, estimating economic, environmental, institutional, and other impacts on stakeholders, conducting public hearings, reviewing stakeholder comments, and developing implementation plans and enforcement mechanisms.
DeLima Associates has provided administrative support to the U.S. Department of Energy for rulemaking, including the maintenance of dockets and facilitation of public hearings nationwide and prepared Reports to Congress for the Federal Energy Management Program.
DeLima Associates has also provided assistance to Gas Utilities in complying with California Energy Commission rules and in obtaining waivers for technologies that were not specifically addressed by legislation.
